The overall objective of the evaluation was to provide an independent analysis of the Working Equines Welfare programme to determine whether the programme had achieved its specific objectives, to evaluate the adequacy of its managing structure, and identify successes, lessons learnt, areas for improvement and develop recommendations for adaptive management.
